Pomona was incorporated as a city on January 6, 1888, after being named in 1875 for Pomona, the Roman goddess of fruit and orchards. The city developed around a plaza and downtown core, attracting businesses and residents drawn to the San Gabriel Valley's agricultural prosperity and railroad connections. The downtown area accumulated a distinctive collection of early and mid-20th-century buildings, including theaters, civic structures and commercial blocks that still define the neighborhood today.

The Fox Theater, built in 1931, stands as one of the district's most notable landmarks, earning recognition from the Los Angeles Conservancy for its architectural significance. During Hollywood's Golden Age, the Fox Theater and others in Pomona were frequently used by studios for test screenings of new films, making the downtown a small but important hub for the film industry during the 1940s and beyond. Other notable structures include the Pomona Mall, completed in 1962 and recognized by the LA Conservancy as an outstanding example of mid-century modern design, and the Civic Center, finished in 1969.

A downtown neighborhood where people work, dine, attend events and meet is the kind of place where life unfolds—where small business owners build enterprises, where young professionals establish roots, where long-term residents watch the street change and improve. That stability is what insurance protects: the ability to know that if something happens to you, the business you built, the mortgage you carry, or the income your family depends on won't become someone else's crisis.
